The County of Los Angeles covers over 4,000 square miles and is home to more than 10 million residents.  The County serves as the regional safety net for many children, adults, families and communities.  LACAAEA members, working in various County Departments, are at the forefront of supporting these efforts. Board Votes to Establish Antiracist LA County Agenda

Historic motion by Supervisor Mark Ridley-Thomas seeks to dismantle systemic bias, make LA County a national leader in antiracist policymaking and services

Acting on a motion by Supervisor Mark Ridley-Thomas, the Board of Supervisors unanimously approved Establishing an Antiracist Los Angeles County Policy Agenda.

“It is incumbent upon those of us who sit in positions of authority to begin dismantling systemic racial bias within the entities for which we are responsible,” Supervisor Ridley-Thomas said. “It’s no longer sufficient to support diversity and inclusion initiatives. The County has made great strides toward addressing and eliminating implicit bias; it is time to advance to the next level. The County must move to identify and confront explicit institutional racism to set the national standard and become a leader of antiracist policymaking and program implementation.”

Noting the legacy of slavery continues to disadvantage African Americans, the motion called on the Board to declare that racism is a matter of public health and to prioritize its elimination from County policies, practices, operations and programs.
The motion also called for making legislative, policy and programmatic changes to prioritize physical and mental health, housing, employment, public safety and justice in an equitable way for African Americans. Finally, it calls for tracking progress by reporting annually on the State of Black Los Angeles County.

The motion comes in the wake of the May 25th killing of George Floyd in Minneapolis that set off nationwide protests against structural racism and discrimination, asymmetrical consolidation of power, and extreme wealth and income inequity – all of which disproportionately disadvantage Black people.

ANTI-RACISM, DIVERSITY, AND INCLUSION (ARDI) INITIATIVE

In July 2020, the Board of Supervisors passed a motion that created the Board’s eighth Board-directed priority known as the Anti-Racism, Diversity, & Inclusion (ARDI) Initiative, led by Dr. D’Artagnan Scorza as Executive Director of Racial Equity. The Board’s motion boldly articulated an anti-racist agenda that will guide, govern, and increase the County’s ongoing commitment to fighting racism in all its dimensions.

In 2015, the County Board of Supervisors established four Board Priorities, now referred to as Board Directed Priorities (Priorities): The Sheriff’s Department/Justice Reform, Child Protection, Health Integration, and the Homeless Initiative.  Since then, the Board has added two additional priorities:  Environmental Oversight and Monitoring and Immigration.  A Board Directed Priority is the Board’s collective response to complex challenges that have adverse impacts on the health, safety, and well-being of County residents and/or its institutions. The Priorities reflect the Board’s deep understanding that before individuals can thrive, they must have their basic needs met, such as housing, safety and health.  Through a streamlined delivery of comprehensive, coordinated and transformative systems of care, the Priorities attempt to support individuals as they move from crisis to stability, and ultimately towards thriving.  In 2016, the Board adopted a new Strategic Plan.  The Strategic Plan contains 3 goals, 10 strategies and 53 objectives.  Many of the objectives contained in the Strategic Plan support the Board Directed Priorities.  To learn more about what the County is doing to improve the lives of residents and the resilience of our communities please click on the links below.
